The Construction Project Controls Lead will be located in the field and spend some time in the Allentown office. This person will work on projects themselves in addition to overseeing the functional aspects of others handling the same function on other projects. The function is responsible for cost and scheduling systems for field construction. This includes managing and coordinating major construction contractor’s performance against agreed benchmarks in cost management, schedule analysis, variance management, invoicing, reporting and other control functions for the field construction. The function will consist of cost engineers on larger projects located full time in the field with some staff support in the home office. The cost engineers will typically report to the site construction superintendent with dotted line functional reporting to the CPC Lead. They will have responsibility for establishing the function on field construction work, defining key work processes and standards and implementing the processes on their assigned projects. The cost engineers will conduct the construction cost and scheduling controls by monitoring, measuring, controlling and predicting the field construction cost and progress. The CPC function ensures that budgeting, cost accounting, forecasting, reporting, auditing, construction cost data management and administrative services are managed properly. The successful candidate for this role will implement this function on large projects and functionally oversee others in the same role. They will also work with Contractors project controls staff and other functional specialists, as required.
The CPC function develops the methodology necessary for effective cost and schedule control for field Construction. This includes, but is not limited to, managing cost engineering activities including development and implementation of cost control systems, invoice processing activities, monthly cost reporting, trending, forecasting analysis, cost variance analysis, funding budgets and cash flows.
The CPC function plays a key project team integration role and is expected to be knowledgeable across all functional areas of the project. They will be responsible for identifying any deviations from the agreed scope or premises of the construction, assessing their impact on project cost and risk, and ensuring remedial action.
Responsibilities
• Establish and Lead the Construction Project Controls function.
• Work on projects in the field while managing the functional aspects of Construction Project Controls
• Develop project control / services execution strategies.
• Prepare procedures for various construction project control activities including budget preparation, cost forecasts and related cost engineering and planning/scheduling functions.
• Ensure computerized systems for cost control analysis are in place and utilized as intended for the work. This includes data from payroll for labor hours and dollars, purchasing commitments and expenditures of major equipment and bulks, and budgeted and actual quantities of deliverables from engineering and construction.
• Ensure that the agreed upon costs are gathered at a detailed quantifiable level and have roll-up capability equal to the estimate breakdown level.
• Ensure that the cost control and schedule systems are integrated and aligned through the Work Breakdown Structure (WBS).
• Identify, evaluate, document, and process for submittal and approval the cost/schedule deviations. Effectiveness must include timeliness, completeness and accuracy.
• Prepare a total construction expenditure forecast which includes invoices to-date plus cost of work accomplished (accruals).
Qualifications
• Bachelor of Science Degree in Engineering or Business.
• Minimum of 10 years of major project cost engineering experience with assignments of increasing responsibility, complexity and scope.
• Demonstrated technical competency in the field of project controls.
• Very good oral and written communication skills

This is a ladder position and assignments can be configured to match the background of the successful candidate. Performance Materials has identified more than $25MM/yr in potential productivity improvements that require Chemical and Industrial Engineering expertise. The work is widely varied and flexibility to and by candidates is a must.
The successful candidate will perform Plant Process Engineering and productivity improvement for the Performance Materials Growth Platform Division (PMGP). This position will support various work for the 11 PMGP facilities or ongoing acquisitions. Key PMGP technologies include epoxies, polyurethane chemicals, ethoxylations, acetylenics, and specialty amines. Periods of travel (including possible international travel) are required averaging as much as one week per month or if mutually agreed more than one week per month.
The position will report to the Plant Process Engineering organization that has consistently delivered more than $20MM/yr in productivity benefits to the fast growing and highly profitable Performance Materials Growth Platform.
Primary responsibilities of the position may include:
1. Identify productivity improvement opportunities. Areas of emphasis include: manufacturing cost reduction, capacity improvements/cycle time reductions, supply chain flow and cost improvement, waste handling and reduction, raw materials, utilities consumption/cost/supply and production process reliability.
2. Conduct process engineering evaluation of production unit operations and facility utilities, screen options, investigate and identify process bottlenecks and constraints, map system capability and rank solutions with necessary cost-benefit analyses.
3. Identify, develop and design improved operating and control strategies to achieve productivity targets. Develop tracking programs and metrics for plant optimization and efficiency, and monitor the targets against budget/expected performance.
4. Analyze plant performance and work with the operations and supply chain team to ensure the plant operates optimally. Develop and install systems that ensure plant operators and line management understand the optimal run-point for each process to achieve efficiency targets.
5. Develop project scope, estimate project cost and benefits, develop capital expenditure authorization documents and propose appropriate execution strategy for best fit with resources and benefits case. Execute productivity projects with small Global Operations teams.
6. Work with the facility operations staff and line management to identify, communicate and transfer best operating facility practices. Use idea generation methods , engage the operations team in opportunity identifications and screen opportunities for implementation. Support and execute Global Operations plant productivity assessments.
7. Provide support for the facility process safety activities through implementation of management of change associated with asset management projects , operating plant hazard review revalidation, execution of project hazards reviews, completing ophr action items, and support of environmental permitting.
8. Provide process-engineering consultation and support to the site’s Production organization to help troubleshoot and resolve process operating problems. Assist operations to resolve product quality, reliability and operability issues.
9. Use Lean and/or Continuous Improvement methods to facilitate improvements.
Minimum Qualifications:
B.S. degree in Chemical Engineering or Industrial Engineering.
3 or more years of process engineering or chemical plant engineering experience.
Beneficial Experience/Skills:
Knowledge of chemical operations, preferably chemical engineering aplications involving batch operations including reaction, distillation, solids handling, heat exchange, utilities, process control and automation is a plus.
Alternatively, knowledge of lean manufacturing techniques in packaged chemical production operations (i.e., Industrial Engineering applications to batch Chemical Plants)
Able to work in a hands-on environment in an operating plant.
Able to work in groups, interacting with commercial people, plant operators , maintenance, production engineers, plant supervision and line management
Prior experience conducting process plant optimization.

TECHNICAL SKILLS:
* Physicals: For ASU plants, based on Intergraph designed piping plans and isometric details, instrument specifications and flow sheet data, the understanding of all applicable Design Engineering Standards with regards to tubing, fittings mounting requirements and construction specifications. The ability to do material take-offs for a bill of material. The ability to produce 3D instrument location drawings using Microstation software. The basic knowledge of process conditions and the ability to apply it to location of instrumentation and hookup drawings.
* Hookups: The ability to develop detailed installation drawings for tubing of instruments including developing a comprehensive bill of material for all of the components required for the individual installations. The drawings are developed based on a solid understanding of process requirements and proper material selection for process and environmental criteria coupled with information derived from P & ID's., instrument specifications and Design Engineering Standards.
* Mounting Details: The ability to develop detailed installation drawings for mounting and installing instruments including developing a comprehensive bill of material for all of the components required for the individual installations.
* Control Panel: The knowledge and understanding of all applicable APCI standards pertaining to wiring, fabrication, painting, AC control devices and instrumentation contained in control panels. To understand basic electrical and electronic fundamentals of control. To understand AC and DC power requirements. The ability to communicate information effectively to panel vendor shops.
* Loop Design: The ability to develop detailed d.c. control circuit point-to-point interconnecting wiring drawings to support the fabrication of control panels. This application requires a basic understanding of electrical and electronic control fundamentals along with the ability to derive point-to-point wiring information from electrical wiring diagrams or Cable Database termination schedules.
* Analyzer Panel Design: The ability to understand UHP requirements such as cleaning procedures, welding procedures, VCR fitting technology, special valving requirements and purification technology. Understand chromatograph technology and apply it when necessary. Understand the most recent analyzer systems designed by Operations and apply it to non-operation plants. To be aware of calibration gas requirements and new manifold-regulator technology as well as the ability to specify the requirements.
* Instrument Air Systems: The ability to design a complete instrument air system based on the supply requirements of all in-line and off-line instrumentation. To understand pressure regulating requirements and operational procedures for isolation.
* Chemical Plant Design: The ability to design instrument location drawings and hookups as described in the "Physicals/hookups" section in corrosive, liquid and condensable gas services. The knowledge of all special chemical standards and safety requirements. The basic understanding of chemical plant instrumentation.
* Hazardous Plant Design: The ability to design instrument location drawings and hookups as described in the "Physicals/Hookups" section in Hazardous and Classified areas.
