City of Allentown - City Engineer

TITLE:
Manager of Engineering/City Engineer

DESCRIPTION:
Under the General Direction of the Director of Public Works, provides direct supervision of the Bureaus of Engineering and Building Maintenance within the Department of Public Works. This position assists with the management of operations, budgeting, and personnel.

This position is also the City Engineer for the City of Allentown. As City Engineer, this position is responsible for the design, construction, and reconstruction of pavements, sewers, bridges, culverts, water system, and other engineering work. The City Engineer is responsible for the preparation of Standards and Specifications for all work being preformed within the City's right-of-way as well as the review of Land Development and Subdivision Plans to ensure compliance with the Standards, Specifications, and Ordinances of the City. The City Engineer will prepare a Capital Improvement Plan (CIP) for the areas listed above. The City Engineer shall prepare books, maps, and plans as well as show the location and dimensions of each property and all other requirements of a City Engineer required by law.

The direct supervision of Building Maintenance includes the using judgment and planning for the general maintenance and repair of the City's physical plant facilities of the City. This position is also responsible for the preparation of and monitoring of the budget, both the Operations and CIP budgets, for the Bureau of Building Maintenance.

This position also provides engineering assistance to other City Departments.

ESSENTIAL JOB FUNCTIONS:
Directs the operations of the City's Bureaus of Engineering and Building Maintenance;
Hires, fires, and disciplines employees, and does performance reviews and workload reviews;
Meets with each supervisor periodically to review overall workload and project status;
Attends the City's Planning Commission meeting, monthly;
Attends City Council meetings as requested;
Coordinates and manages the Public Works long-range CIP, including conception of important road and bridge projects;
Reviews final plans of all projects designed by the bureau, including roadway, bridge, water mains, sanitary sewer, storm drainage, and flood control projects;
Coordinates and reviews subdivision and land development plans sent to Engineering by the Planning Bureau;
Coordinates hiring of consultants, including preparation of RFP, interviews, contracts, processing invoices, etc.;
Serves as active member of various committees;
Prepares annual budget, CIP budget, and administers the budgets throughout the year;
Makes recommendations for the purchase of new equipment or replacement of existing equipment;

KNOWLEDGE AND EXPERIENCE QUALIFICATIONS:
Comprehensive knowledge of the principles and practices of Public Works Engineering;
Comprehensive knowledge of applicable laws and regulatory codes relevant to public works design and construction;
Ability to plan, lay out, and direct the work of subordinates;
Ability to plan projects and prepare related designs, estimates, and specifications;
Ability to perform difficult engineering research and to make comprehensive recommendations regarding engineering problems;
Graduation from a four year college or university, majoring in Civil Engineering and fifteen (15) years of progressively responsible experience (both office and field) and supervisory experience or equivalent combination of experience and education. Appropriate masters degree may be substituted for two (2) years experience;
Pennsylvania Registered Professional Engineers' License required;
Ability to maintain effective working relationships with City officials, subordinates, others employees, and the public;
Ability to express oneself clearly and concisely, orally and in writing;
Knowledge of principles of organization, administration, and personnel management;
